Sad to say but accidents do happen around water: fences get left open (or animals go under or over them), you are not home 24/7 to hear an a water alarm go off, and you don't leave a life jacket on your pets 24/7 - so the easiest layer of safety to install is a ramp that allows most ANY animal to exit the water free of stress, even if no one is around to assist! Of course, in domestication, dogs have lost a lot of their survival instincts so it is important to train your dog to use a Skamper-Ramp, but all other animals find it instinctively.
